Your parents' citizenship don't give you any opportunity to apply for residency through them. Your options would be to apply for a tourist residence permit, property residence permit (there would be no qualifying cost; the property can be any value), or a student residence permit. if you are currently studying in Turkey.

Residence permit applications cannot be tied up with CBI applications of parents if the applicant is an adult (18+). Independent applications can be made on regular grounds.
