My business has a branch in Turkey and I travel back and forth a lot so I’m considering buying property to get the passport. My question is, since I already have funds in Turkey, can I use it to buy the property or do the funds have to come from abroad?

You cannot use the funds in Turkey for CBI purposes, the investment amount shall be brought in from abroad into Turkey in foreign currency.
