How can investors take action against the new rules stating that Vanuatu passport holders can no longer travel to the EU and UK visa free?

Is there a way to compensate investors who got the Vanuatu passport for visa-free travel to the EU and the UK but now can’t go to either? Is a lawsuit feasible or advisable?
