What kind of travel flexibility can I enjoy as an applicant for Italy’s resident non-domiciled program?

I understand that the resident non-domiciled program of Italy is a program with great tax benefits to foreign investors. However, what level of travel flexibility do I have if I participate? Are there any physical presence requirements for applicants?

The Ministry's guidelines point out that: "In particular, it should be noted that the applicant is not allowed to leave Italy for a period longer than half of the validity period of the residence permit."
